on page load again, as you have separate event in your code ?

remove if (drpLType.SelectedValue == "Professional")
{
rdoMeapSupport.Enabled = true;
rdoMeapSupport.SelectedValue = "Yes";
}
from your on page load and run the solution. I guess problem is with that only.

Yes, I am using it. Now I found the solution, I did turn off the firewall in windows, then I could upload and download files from remote machine. Using ls command I could list all the files in particular machine.

Yes in cmd SA. I was trying to list all files in ftp from cmd. I tried with ls command but it is showing something like 150 opening ascii..

If you want the file to be opened on the client side, your best bet is to create and HTTP Handler and set the appropriate mime type on your response before streaming it out from your handler.
Code to stream a file out to client.
