Is the "'" (single quote) intentionally there? otherwise this will result in "...WHERE Id = '1 " for example, while Id probably is a number (Int) so loose the quote

I'm afraid you can't. The dynamic loading is executed client-side by Javascript, I wouldn't know how to trigger that.

You have to be careful with "LastRow" in Excel. If you (or the "user") drags formatting, styles or fonts for example over a large amount of cells, it will see all this cells as "range", even if it doesn't contain data.
Better is to define a "mandatory column"(which should always contain something) and then do a "Find" on the first empty cell.. Even better would be from both sides, so from "LastRow +1" search up for first filled cell.
Why don't you use the "HtmlCell/Table/Row" object by the way? save a lot of "strings"..

In a Forms application you would use FolderBrowserDialog, I'm not sure how to in a webapplication. You could always create your own usercontrol ofcourse..

I think Split also splits date and time, since this is 'yyyy/mm/dd hh:mm' format. So Split will return 4 items (date-in, time-in, date-out, time-out)?
Please provide an item of the column to identify the formatting..

How is the "result" ending up in the MemoryStream? You create a new MemoryStream (which makes 'Position=0' irrelevant), you read the contents of the converted html in 'result', but from there you start reading the memorystream 'ReadToEnd' but the ms is not defined..
You should put the html in the Stream.. (I'm not going to tell all of it, figure it out..) ;-)

is your (web?)Application or the user that runs it authorized to access the folder the Server.MapPath points to? Does the attachements include path, or just filename?
Sounds like it can't "find" the attachements you want to add.
Maybe hard-code the filename as string in the MailAttachement?

Task itself has no Timeout, you specifically have to implement a 'wait' to check the state. The code within the task can maybe cause the timeout?

Blank form maybe points to no data? did you debug the code to see if the datasource contains data?
[Edit] maybe bind the data to a Gridview, for test purposes?

Can't you use a "foreach" int x from 1 (actually line 2, zero-based) to Prevwk.Length-1 ? And then compare Prevwk[x] with Curwk[x]?
I'm not sure what you mean with the incremental file..
Check first which has more lines, prev or cur, use the most.

The "module" would be the C# project that needs to be included in the solution @ Visual Studio. What it should do exactly is not clear with the current details. I forgot to mention the "Imports <your c#="" module="">" at the top of page but that will be shown in the error list.
