Should Internet Explorer be developed only as part of the OS?

2 Jun 2003 to 8 Jun 2003 Brian Countryman has said that Further improvements to IE will require enhancements to the underlying OS. Do you agree with this statement?

(1) Of course not. Browsers will cease to exist as we know them today, folding into information management systems encompassing both local and remote content. Renderers should be split off and allow for drop-in replacement.
