In my point of view, if you "NEED" a new feature that is available only in a newer version, this means you have no choice but to upgrade, that you have no choice if you want the a new feature.

Right. And "have no choice" could merely mean that the current version in use is no longer supported/available, or a client requires that you use newer software (for no particular reason).
Or that newer hardware requires a newer version.

Yes, the "no choice" option can have several reasons, including the ones mentioned by me and you.

my company still using windows 2000 as there server software!, at it is robust( as for now) and due to cost of upgrading it to new system
