I Don't think I've ever seen that. Kiosks with error messages sure, but not a terminus, with a keyboard.

They don't have touch screen ones where you are?
Even UK unemployment offices have touchscreen consoles so as not to scare off computer-phobes.

I came across this at a gas station. As soon as I pulled up the terminal rebooted. I waited. I watched. The "Press 1 for Settings" prompt came up. No one was around. I waited. It stared at me. I waited. It still stared at me.
A bead of sweat appeared on my brow.

...that is normally visible on those terminals, a sticker somewhere.
I'd honestly call the emergency number for that terminal and would eventually stay a bit near the terminal to prevent others from doing wrong things while it's in this mode.
it doesn't matter much, what kind of terminal this is (a free browsing station or an ATM), but looking behind the scenes may be amazing and thrilling for some people, but in the end it can lead to serious damage of sensible data of people.
and we have enough idiots and hackers out there that try to get away with your data (best case) or even your real identity (worst case).
Finding such a spot in the public makes me normally transform into a protector, inform the responsibles and wait for them to clear the situation.
