Most technical documentation get pushed to the website where html is preferred for maintenance reasons. I'd rather deal with an html editor than Word any day!

PDF.
It keeps the formatting I gave on every decent device, and almost every tool has an export option to create it...

PageMaker for advertising material.
OpenDocument (LibreOffice) for public documents.
For internal documents I'm using plain text files when placed in source directories and HTML otherwise (to be accessible from the intranet).

I think that the question is a bit ambiguous concerning "technical content"...
We use PDF as a "delivery" format for user guides
so I am missing PDF in the list (as OG pointed out)
but for source code documentation I am tempted to use .chm ...

PDF is a presentation format. Once upon a time, a secure one so you could post your stuff and NOT have it edited by some cretin or manager.

Any open document format editor can export as PDF. Perhaps that is the reason it is not listed explicitly?

A .readme file is just a text file with a different extension.
Sure, a HTML file can be opened with a text editor, but it's not exactly the same as you'd make more sense of it by viewing it with a browser.
