and if it doesn't I chuck it or if I really need to to something on it I'd try working with the broken version (if its still workable).

BAsically I couldn't care less about fixing other's sites issues.
Don't get me wrong, I'm an active member at Experts-Exchange and I enjoy helping others, but when I reach a site with errors or strange behavior I just pick another one that can give me the same information.
Of course, this depends on the content. If that's the site I need to use then I just bear with it.
Sometimes I open the dev tools but just to remove the DOM elements for popups and messy advertisements
Once I've done what I wanted, I just close it, keep complaining in my head for 30 seconds, and forget about it

if I scroll experts-exchange.com it jumps.A problem right at the start.

Well, I have nothing to do with the site itself but I never noticed any "jumping"
In the home page (not logged-in) the main picture jumps but it's intentional. It's the way to show the next context fully in one shot.
If logged-in, nothing jumps for me.
At EE I don't mind reporting issues on the site!
