The applications I develop are used in-house at my employer's facility, a warehouse. The production line systems run no less than 1024x768 and no more than 1280x1024 (that one is more rare though). So I have a somewhat decent amount of space to work with, as the applications are not too complex.
I do, however, get caught up at times in the 1920x1080 monitor I use for development. And when I place it onto a production system at 1024x768 I'm like "Hey, where did the UI go?!" Haha.

I develop on mobile devices and althouht the screen sizes are getting larger the largest being 600 by 800, we STILL have to cater for device with a screen res of 320 240.
So count yourself lucky that you don't have to work all the way back to that if you want it to work properly.

While I don't personally develop for mobile devices, I seems like the up tick in mobile apps should be pushing support towards smaller screens.

The screens might be getting smaller but the resolutions aren't necessarily doing the same.
Allegedly the forthcoming Apple iFad3 is rumoured to have a resolution of 2048x1536.

That means it will have really small text, making users wish the resolution is lower, or have huge fonts that take up a relatively large amount of screen.

First we had code bloat (not to be confused with Bloatus Goates). Bloody operating systems requiring more than 1GB! Whatever next?
Now it seems to be spreading to screen resolution.
If it won't run on my 13" CRT then I don't run it.

It's caching stuff you use often to serve it faster to you. Windows 7 can run even on 64 MB of RAM.

It's the current standard that we use 1024 x 768 as the minimum screen resolution now. 640 x 480 and/or 800 x 600 resolution was that day when we heard and started learning Computers with DOS and then Windows 98. Life has changed, Technology too. I can't imagine a monitor less than 1024 px now. Yes, there are some people who are still using that, but should upgrade to a higher resolution if require.

Our latest app works at every resolution, just not very handy.
However, since it's made for a specific customer who only uses pretty large monitors we've designed it for exactly that

I was careful to make sure my app could be used at 640x480, as long as your Start menu is auto-hide. But it would not be a pleasant experience, with the "sidebar" taking up 2/3 of the screen by default and about 1/2 minimum.
I usually find I can design an app that can be used "in theory" at 640x480 and is only "slightly uncomfortable" at 800x600. Such an app will then be quite comfortable at 1024x768 and up. But, the visual design people are starting to come to me asking for bigger icons...
