Added xmind. Though this is not a direct coding tool, it certainly assists in planning the development.
in my experience i have always noticed a major efficiency boost if i plan stuff using xmind and then go for execution
+5 This is an excellent resource, and I congratulate all (you) the authors.
I do think development tools are very often commercial products, as is Visual Studio (except for Express editions), and serious developers will not be using Express versions.
I couldn't live without ReSharper, UltraEdit
thanks, Bill
“I'm an artist: it's self evident that word implies looking for something all the time without ever finding it in full. It is the opposite of saying : ‘I know all about it. I've already found it.’
As far as I'm concerned, the word means: ‘I am looking. I am hunting for it. I am deeply involved.’” Vincent Van Gogh
1. We do not want advertising here and posting commercials do exactly that
2. It's a list for beginners, who looking for tools - at the point when one will became an expert one will not need this list anymore...
I'm not questioning your powers of observation; I'm merely remarking upon the paradox of asking a masked man who he is. (V)

Your response is a non sequitur: it is equivalent to responding to someone's statement in a discussion of what makes a good marriage by saying: "I don't want to talk about domestic violence, and homicide"
CodeProject is mature enough, and has the mechanisms in place (reporting, down-voting), to remove any abuse by people posting for purely commercial reasons, or blatantly self-promoting. The opinions of mature, long-term, members of CodeProject about development tools, commercial, or free, are "worth their weight in gold."
cheers, Bill

I kinda like this article being limited to free only tools. It makes it an easy reference list where to find several different tools without any charge.
On the other hand I understand your point and a similar list of good tools but purchasable could be handy. Why not start an alternative to this article?
By the way, don't understand you getting down voted, countered.
While I trend more towards Notepad++ lately, I still use and love NoteTab Pro
Very narrow focus comment: I would hate my life without U2 Logic's XLr8 Editor for use with Unidata (or Universe) environments.
I see lots of mentions of TOAD, but no one mentioned Squirrel SQL!
Also, an invaluable tool that's a bit outside the categories listed is mentioned in that "Related Articles" sidebar - ToDo List. Great for task or project management!
For editing code I don't have a dedicated IDE for is RJ Text Ed www.rj-texted.se. I handles editing over ftp and custom colorizers are pretty easy to create.
You probably right, but this list is about tools one uses in the process of web development. As I do not use none of them I can't add them. I need a more focused list...

I do not know of which you speak, but it's irrelevant. My point is that I can not add a list of links to any of the tiny applications on your list...I just have no time...
So we may settle for on of these options:
1. You provide a reasonable list
2. I put only one link to the whole suit
What do you say?
