Added xmind. Though this is not a direct coding tool, it certainly assists in planning the development.
in my experience i have always noticed a major efficiency boost if i plan stuff using xmind and then go for execution

I do think development tools are very often commercial products, as is Visual Studio (except for Express editions), and serious developers will not be using Express versions.

Hi,
I kinda like this article being limited to free only tools. It makes it an easy reference list where to find several different tools without any charge.
On the other hand I understand your point and a similar list of good tools but purchasable could be handy. Why not start an alternative to this article?

While I trend more towards Notepad++ lately, I still use and love NoteTab Pro
Very narrow focus comment: I would hate my life without U2 Logic's XLr8 Editor for use with Unidata (or Universe) environments.
I see lots of mentions of TOAD, but no one mentioned Squirrel SQL!
Also, an invaluable tool that's a bit outside the categories listed is mentioned in that "Related Articles" sidebar - ToDo List. Great for task or project management!

Squirrel SQL has been added to a new draft version. Are NoteTab Pro and XLr8 Editor free? If yes, I'll add them too and publish the draft.

NoteTab has a free version, I think Pro was just ridiculously cheap (not free).
XLr8 is indeed a licensed product, not free - whoops!

For editing code I don't have a dedicated IDE for is RJ Text Ed www.rj-texted.se. I handles editing over ftp and custom colorizers are pretty easy to create.

I couldn't exist without various Sysinternals utilities, particularly DbgView.
I propose a 'Diagnostics' section.

So we may settle for on of these options:
1. You provide a reasonable list
