I mean "Is this supposed to be a technical question"? "Please help me" gives no information at all. Explain your problem, tell us what you have done and what issues you are facing.

I am sure it is well documented, but I was trying to get OP to use what little intelligence he/she has to make an effort to, at least, formulate a more sensible question.

You will see a solid list of available systems with Web links. Give some of them a try!

When you master using the speech recognition using a speech recognition engine programmatically and learn how to write a voice-controllable application you will be able to find out a way to control other applications, including system utilities.
