I mean "Is this supposed to be a technical question"? "Please help me" gives no information at all. Explain your problem, tell us what you have done and what issues you are facing.

You will see a solid list of available systems with Web links. Give some of them a try!

When you master using the speech recognition using a speech recognition engine programmatically and learn how to write a voice-controllable application you will be able to find out a way to control other applications, including system utilities.

I know georgia tech is doing a lot of research on the subject, they may also be a good source of info
