www.google.com should help you along.

Having looked further .. the answer is yes .. A person can learn SSIS for free..
i.e. via Visual Studio Dev Essentials .. can download Visual Studio 2017 ... and use SSIS from there ..
My use of Visual Studio 2010 was the cause of my errors ..
Will use just Visual Studio 2017 now ..

See Solution 2 from two years ago... "That gives you access to a free copy of SQL Developer Edition, which includes SSIS.". Richard Deeming even included a link. Please don't just repeat other members answers
Sign up for a free Visual Studio "Dev Essentials" account:
Free Developer Tools and Essentials | Visual Studio[^]

That gives you access to a free copy of SQL Developer Edition, which includes SSIS.

There is no free version. SSIS only comes in the paid Developer, Standard, and Enterprise, editions of SQL Server.

The developer edition is now free with a "dev essentials" account. :)

Huh. Considering I use always Enterprise, this is news to me. :)
