You are right, it should be "they are" - but "he" is a generic term on the internet which includes both sexes, since you have no idea what the gender or sexual orientation of the other person might be.
Remember "The internet: where men are men, women are men, and fifteen year old girls are FBI agents".

It's a gender-neutral singular pronoun, in the context of your definition.

"Guys" used to be men only but is now inclusive of women as a term for a group of people.
"He" is going the same way, being accepted as a neutral term, just like:
Actor and Actress - now only Actors
Manager and Manageress - now only Managers
Boyfriend and Girlfriend - now only Tinder Members

I can care less for inclusivity for the sake of being politically correct. I was thinking that men AND women can write kitty code, not just men, thus the need for the word "they" instead of just he.
But I see I have made a mountain out of a mole hill...again, so F it.

"They" is plural, not singular.

"I saw this car just plough into the side of that bus! They didn't even slow down going through the red light!"
A single (singular) car hit the bus!
"They" can often be used interchangeably with "it", "he" and "she" in modern English.

Sorry, but use of "he" or "him" or "man" or "men" in abstract context is always gender neutral. Such as "All men are created equal" includes by definition all women. This has been standard English usage for centuries. Only neocon-facist-feminazis want to scrub the use of male-seeming pronouns and adverbs from the language (usually in favor of female words).
