Good point.
Such is the problem with children in TV shows. You're pretty much bound to have the narrative progress at a reasonable pace, or to replace the actor/actress. Assuming the narrative has progressed as much as Carl has grown, then you're absolutely correct about it being at least a couple of years. I was looking for dialog or the like that didn't require that assumption though.
Some quick googling out of curiosity took me to the walking dead wikia, which indicates that the episode 'Twice as Far' (S6E14) takes place 627 days after outbreak. So, just short of two years. I'd say Carl has aged more than two years (six in real life, obviously,) but that still only puts the characters through a maximum of two winters. Given that, plus my previous comment about snow in Atlanta, I'm not surprised at all that we haven't seen 'winter' in The Walking Dead.
