Yes, I know it says "members" and not "active members". You don't have to actually still be alive to be a member but it helps.

I would think that it should be true/false and not allow/deny.

It's a rookie mistake -- never ask for input in a UI using a negative implication; either use a neutral phrase (e.g. "Access Control": Allow/Deny) or a question with positive nuance (e.g. "Allow Access?": Yes/No).
And most definitely never use two implications -- And using actual negatives is the biggest no-no of all.
One of my pet hates with VLC is their audio/subtitle sync hotkeys; e.g. "k" is "Increase audio delay", and "J" is "Decrease audio delay", both of which have a two nuances*. which makes them incredibly confusing to use.
But the worst is how the values have to be reported, because of the dual nuances:
If the audio delay is reported as -250ms, it means that the sound is advanced by 250ms, but the negative number gives the impression that it's lagging by 250ms.
Once you've got your head around the negative number means the sound is moved in advance of the video, you've then got to work out which key will change that negative number into a zero.
Less intuitive than "press the Decrease key to add negative 50ms to a negative number to move the soundtrack in advance of the current tracking" just doesn't exist.
Try synchronising the sound without tapping the wrong key three times out of seven.
* "Increase" has positive nuance, and "delay" has negative
