I understood: that was an example on how we're treated. And we're lucky: a colleague of another department has been formally reprimanded because he used the toilet 4 times in a morning (she was on her monthly phase). At least in my deparment we can talk to each other...
It is simply a blind management made up of drunken simians, to put it in Dilbert's words. It is a company that revenues more than 20.000.000 €/year where any expense higher than 30€ must be signed from the CEO herself.
Why am I still there? The pros of the company are a hired place instead of contracting every 6-12 months, an average salary and a deep lack of interest from the management towards us: this means less problems with leaves, holidays and so on.
Also the field of work is interesting and we are one of the few big companies in it, so at least the job intrigues the mind. As long as I get paid and consciously know I'm doing my best I'm satisfied.

When you find him give me a call, he's normally desaparecido with rare exceptions. Not even the CEO can find him... But that's a long, long story involving thefts, weddings and companies (not kidding).

How's productivity doing?

Low and slow. We actually have Internet access: one workstation shared between ~20 employees.
Needless to say the workstation is 10 years old, has 1GB of RAM and several hundreds virusses and it may take something like 3-4 minutes to start Firefox. It is also the only workstation we can use to do remote troubleshooting on the customers, which is a service sold with every machine, and the connection is a common ADSL 640 kbps with whole 128 kbps guaranteed.

If you can only access 20 sites, why do you need a search engine at all?

2 things:
1) Bing cache. Just don't spread the word or They'll take even that from us;
2) It's easier searching things on the workstation and then going in depth from the shared Internet station.
Also, we're MS partners and almost any MS site is visible, except live.com -> I can't subscribe to MSDN, only browse it.
Last thing, many bosses have full rights and many sub-bosses asked for some site, so I can access cnet and IGN (!!!) but not wikipedia (which helped me a lot for the heavy math part of the job) or google or, until 4 months ago, CodeProject and StackOverflow. I gained access to these because MSDN search points a LOT here and on SO.

Remind these clowns that the IT guy's job is not to make his own job easy by blocking every site known to man, and that you'd be much more effective at your job without these constraints in place.
But then, I'm sure you (and others) have gone over this many times already.

The decision came exactly from the highest clowns in charge.
It's no wonder that we usually turnover 10% of the personnel each year. Honestly I stopped caring: I'm no stakeholder, if they're happy to have me less productive so be it, I ain't no right to interfere in others happiness - especially when it gives me the possibility of procastrinating as much as I want without anyone noticing.

Cortan is Bing's girlfriend, and a lot of people at MS (the company, not the magazine) are really angry about her using a personal relationship to go through the glass-ceiling without getting cut to shreds by the glass. Particularly disturbing is the innuendo that Bing named the next Windows "Ten" after his rating of Cortan on certain criteria it is best not to mention.
Do I really need to say that a lot of these people on the rumor treadmill think Cortan is not one of the brightest bulbs in the hallways of Redmond ?
Rumors are running-around that Bing's wife, Bob (yes: it is what you think), is consulting a famous Seattle divorce-attorney, and may have hired the notorious private-eye who goes by the on-line handle "Clippy" to surveil Cortan.
But, hey, what is a Palace without drama ?
«I'm asked why doesn't C# implement feature X all the time. The answer's always the same: because no one ever designed, specified, implemented, tested, documented, shipped that feature. All six of those things are necessary to make a feature happen. They all cost huge amounts of time, effort and money.» Eric Lippert, Microsoft, 2009

I suspect this is going to be the next big thing. After a TV advert, I asked Cortana to remind me to buy bog roll in Sainsburys, which she did albeit by the time I was at the tills.
At the moment I get the impression that if you ask it for something which isn't on its rather short list of things it can do you just get sent through to Bing. I hate that. But supposedly there's big money being spent in improving the AI.
I like the idea a lot of an easy to use thing that helps organize my life.

Better to spend the money improving on Real Intelligence first, then move onto the artificial one later

I do as well, but am having a difficult time thinking of something useful for it to help me with! I just got my upgrade to WP8.1 a little over a month ago and so far, the only thing I've done with Cortana is to setup the way 'she' addresses me...I prefer to be called Master!

As far as I've been able to determine with Windows 10 9926, Cortana is cloud-backed, big-data software designed to take any user input, and then hardcoded to tell you that something went wrong and you should try again later.

You are the setter and if Miami were the solution then my guess would be wrong.
All of this is fruitless as you have now given away the solution.
