I'm not sure what the issue is. Martin County per person is $3,333, while Palm beach is $2,835. Your county's budget per person is more!

Lol, considering the federal tax per person using the same math is:
3.45 Trillion / 316,148,990 = $19,912 that makes it $20k + $3k = $23k in taxes per person, WTF.
(Technically, all government expenditures are taxes)

Inadequately defined question error:
Just the county budget? County + all the municipalities in it (I think these are most of the local spending in PA)? + counties share of state money? + share of federal money?

Country Budget is not ill defined. Type in your County Name + State + Budget on google and their will be an annual report for your county (most likely) with a budget number.

The difference between what gets spent at what level of govt between states means you're comparing apples to tire irons.
Cambria county PA's $60m for 140k mostly reflects that the county govt doesn't do much. AFAIK it only runs the courthouse and county jail.
Most tax dollars/spending occur at the municipal level. Ex Johnstown spends $12m with another $30m for the school district despite having only 20k pop. That's >4.5x per capita.

As has been pointed out, however, my county is mostly incorporated towns and cities with some state land, so you'd have to add it all up.
