I just tried it in VS2010 and it works fine, from the menu, from the keyboard, from the search pane.
That's in the design view of a WinForms form, the Resources page, even the Properties page.

Excuse the long delay in responding, but a) I wanted to have VS in front of me to accurately reproduce the steps and b) I was having a small breakdown
IN VS2010 open or create a wpf project
Open some xaml - viewing the Design not the Xaml
Ctrl-Shift-F
The find and replace dialog appears, with the Find All button disabled.
The same happens if, for example, I have my memory profiler open and active in a tab
Or if I have nothing open in any tab
