It's a line used to tie up or tow a dinghy with, or a person that paints and in doing so changes the colours of what he/she is painting on.

I had been looking down Wikipedia's glossary of nautical terms but I got bored in the Ls and gave up.
Just checked, I'd have got there in the end if I wasn't such a quitter.
