I'm assuming when you say an 'R' version you mean a 'Registered' version - and not R-Rated?

Can anyone recommend a good Web Hosting provider for an ASP.NET site?
We're in the US - West Coast region.
I'll do the legwork to see if they have all the features I need but I'm looking for mainly the best low cost provider I can get for a non-profit group.

Why not do the legwork to just Google for "ASP.NET hosting providers" and look for first 5 results and select from one of them.
As you mentioned non-profit, you can set up your own environment; laptop or computer, to a hosting environment. There are quite a lot of good articles out there too.

there is a new daily event which I call The Street Slalom.
On the drive to work you need to navigate around the craters in road (potholes) to avoid a flat t(y/i)re, dented rim, or even a broken axle.
To add a bit of variety, the car in front of you may suddenly veer left then right, yet there is no pothole.
Aha, that is black ice the sends you sliding sideways when rounding a bend.
Fortunately, the snow banks are still so high you just bounce off the snow bank and back on the road.
