I would think that the quickest way to decelerate the car would be to run in into a wall. 300 -> 0 in a few milliseconds.

It's not (just) the amount that is the problem, it's the debt as a percentage of the GDP.
But even that is only about half and a bit more than the US.
The big problem is that they can't pay back.
