When I have to install a Steam game, I always plan at least four to six hours.
And the most frustrating is, when I play a Steam game, it must not download anything at the same time; Steam downloads make games lag awfully. It also means that, when I download, I cannot play

It reminds me... often, I have to launch it twice, as it cannot "connect to Steam network" the first time. And I'm sure it's not a network or internet issue. This bug even survived numerous client updates.
It happens since so long now that I even accepted it as normal.

My FIOS connection officially gives me 50Mbit up and down, though I usually get 60... My downloads from Steam usually hover around 35-40Mbps, but sometimes peak in the 50-55 range.
So no complaints here... I'm a big fan of Steam.

I'm with Ian on this one. The last game I downloaded on Steam was about 5 gigs and it only took about 10 minutes. That's somewhere around 66-67 MBit/s. I'm also in the US, so maybe that helps.
Have you checked for sheep chewing on wires?

Yeah, and I'm on my fourth Steam server: currently getting 75KB/s which frankly is laughable - I could get it faster and with less hassle illegally via a torrent...

I don't have a quota, but I just checked and it's 11GB not 5.
Interestingly, the transfer rate has just risen to 3.4MB/sec, with a peak of 4.4.
Transfer estimate is now down from 5 years to 37 minutes...

Do they have peer enabled option? If yes, disable it. This option sometimes spams your connection and some over vigilant ISPs might throttle the connection.
I remember Rogers in Canada had a lot of troubles with World of Warcraft over similar issues.

While I respect your attempt to go 100% green-palaeo to save the planet, I really think you should consider going back to using electricity from the grid. I mean, there's only so much juice in sheep.

To me the most annoying thing is that when you pause the download and restart your system, all the downloaded files are lost and you have to start over from the beginning , and not to mention that annoying update to the steam client every 2 or 3 days

It was doing that over ten years ago, in the days of dial up.
You'd buy a game, install it, and try to run - but the Steam client would want to update first, so it's would slog your 56K connection for three quarters of an hour, then drop the link and die without completing.
I got so fed up with it, I gave up trying to play Half Life and haven't been near any Steam game since...Eventually I bought an XBox 360 to play HL on, but that's another story.
