Were you running Win7? I recently experienced this same behavior on a VM and reported it here.
Updating it fixed it finally.
Also, a home laptop was behaving the same way but the updates won't run on it and it keeps forcing me to update to Win10 which I'm happy to do but fails every time.
You are allowed to use your hardware IF Microsoft SAYS you're allowed to use your hardware. IF!

If you're using this box for development, I strongly recommend upgrading to 8GB of RAM.

No serious development, so I'm not upgrading anything and going right for a new (gaming/dev) PC later this year

Cool! It's always fun buying new hardware. I tend to buy high powered boxes that I can use for 5-7 years. Right now I'm in the market for a 2nd monitor (or a new primary monitor).

I agree. Increasing the RAM from 4G is prolly the cheapest bang for the buck.

Could anyone who's running Windows 10 try running the following command from the "Run" dialog and let me know the results?
rundll32.exe appwiz.cpl,NewLinkHere %USERPROFILE%\Desktop
On my machine, and on every other machine I've tried it on, it pops up the "create shortcut" dialog[^].
But a user in QA is insisting that it doesn't work on any of his computers, and is demanding that I remove my "incorrect" answer.
Also, if someone more diplomatic than me would like to join the conversation[^]...
