Look closely - there is an option to install without any online account! I just did it a week ago...
Look for 'sign-in options'

Your first comment about having to sign into a Microsoft Account is inaccurate. The way to avoid this is to tell the setup program you're joining a domain. Then, while the setup program continues to nag you for a Microsoft account, you create a local user account. This user account is a full Administrator on the machine.

Probably because this computer comes preinstalled with Windows 11 Home edition and I'm only upgrading it to Pro after being logged in.

I wouldn't upgrade it. If you have the Pro license information reimage the machine straight to Pro. Windows Home has sucked since Vista.

I had a similar experience for my personal laptop. I want this laptop to just open and be in Windows without any authentication. It took some work to make that happen. Its like they want it harder to use. And don't get me started about the new start bar. Removing the "Never Combine" and making it only take 10% of usable space for open applications is a mess. (Dangit, I got started)

I have done that since the first install of windows 10.
Luckily I haven't had to check if it works in windows 11 (yet)

Not possible, it seems you simply can't setup Windows without internet.
Maybe if I'd be somewhere in the middle of nowhere and Windows couldn't even find a WiFi...
I used den2k88's solution, where you have to use some cmd line and after that it restarts and you can skip connecting to internet.
