Hang on there, I think we always would have come down heavily on any children's organisation that was this irresponsible. OK, I was nearly drowned in an old mine shaft by a benedectine monk as a kid but I wasnt left behind!

If keeping track of the children is too difficult in France (or the EU, in general?), then perhaps you've enough extras to pick up the slack. Don't worry about the occasional murder, either.
Consider that hundreds of millions of people go out every day and even if you murder a hundred, it's one chance in a million. Why waste the resources. In fact, expanded to the annual rate, as you've done, and it comes out to about the same stats.
Well - that's one way to cut the law enforcement budget! Damn nanny state. If you can't afford kevlar and body armor, that's a chance you'll have take upon yourself.

They lost 6.25% of the very young children in their care, and didn't notice until hours later when the parents came to pick up their missing toddler.
If you're paid to look after children, and you fail to notice when 1/16th of them go missing, then you're clearly not fit to do your job.
It's not about a magic bullet to stop mistakes from being made. It's about making sure that you don't leave your children in the care of people who are dangerously unfit to look after them.
