I totaly understand why they got downvoted.
But i dont like :
- No explanation fro downvote.
- fresh users (like its his first or second question)

I too do get a bit irritated that questions are downvoted without explanation, but I'm right up there with the frustrations the others have mentioned.
I very rarely downvote (1,2 star or whatever you want to call it) a question. If I've asked for clarification and I don't get it I tend to use the reporting system to mark it as unclear. If enough people do that then it disappears, the OP gets an email and potentially a valuable lesson is learned!

I think that in some cases, providing a reason for a down-vote would actually involve more effort than has been put into the actual "question."
I think that by and large, down-votes are dished out quite fairly, no-one (I would hope) is marking people down for asking something that's too basic or for simply not "getting" something. Down-voted questions tend to follow certain patterns:
1) Homework question with "What I have tried" set to "nothing" or "can't be bothered."
2) Issue with zero information - "I am trying to write an accounting system and I get an error."
3) Illegal/morally dubious stuff - "I want to enslave your GPU for mining Bitcoins. Haz u got codez 2 help me?"
With all the warmth and generosity of spirit in the world, it would be difficult to argue that any of these are enhancing the site in any way or that their posters should escape with their site reputations untarnished. If someone's contribution is negative, it does actually make sense for them to have a negative rep in recognition of that.
What we maybe don't do enough of is up-voting good questions (of which there are many).

He's asking us to do his homework for him, and even had the temerity to claim that it wasn't homework, when it very obviously is.
Nobody gets a free pass.

But, being new, is an excuse for me, you don't know how you are supposed to do the right things.
Frankly, no one have time nor patience to read a website rules(same for our phone pass contract ).

It's homework. It wouldn't be assigned if the concepts hadn't been reviewed in class. He either didn't pay attention, or didn't ask for clarification on the parts he didn't understand. No free pass.

I don't think its laziness not reading an FAQ, but even if it was, in CP FAQ page, its mentionned that many will not understand FAQ even if they read it, since english is not everyone first language.

If you can't read the FAQ because it's not in a language you are familiar enough, that's fair enough but you and I both know that's not what you meant. You are basically asking us to give people a free pass because they can't be bothered to find out the etiquette of the forum. That's not going to happen.

I am asking a free temporary pass, to give the chance to members to learn from their first mistakes without being downvoted.
I don't think we will agree with eachother, but i totaly understand your logic.
If i were a teacher, i would not downvote my students for thier first mistakes.

If you dealt with 20 or 30 of them making exactly the same mistake each time, you would soon change your opinion. Thing is, you don't actually help out in the forums much do you?
