statement doesn't make sense. You are assuming that all are repeat offenders.
Its quite simple, OP1 who is new comes and post like this, then he is advised how to ask questions. He moves on.
Then after a week, another OP2 comes and does the same mistake and so on..
So it looks like that nobody is learning. but fact is that its 10 person doing the same mistake rather then one person doing 10 times.

It seems rather unlikely that such a thing would happen without notice. And "nowhere to go" does not apply in the case of git. Plenty of git repos out there, I am just lazy and comfortable with github, and very happy they did this.
