I don't see it as racist (is there one Chinese race? Never heard about that before!).
But it is definitely a very political use of the term. Calling it "the virus from our enemies" would also be "factual": Noone would argue that USA considers China to be The Enemy in a lot of ways, economy in particular. So by the same logic, he could refer to the virus from our enemies. Which no doubt is a reference with a strong political element.
And that is exactly what he does. The virus is certainly a negative thing. It is in his political interest to associate as much negative as possible to the enemy, especially in a pep talk. The press conferences the last few days have been nothing but pep talks. Take away all the pep talk, and what remains (if anything at all) is plain bullshit. These talks are not to provide significant information (of which there is very little), but to tell how great everything and himself are. And how bad the enemy is, sending viruses and everything.
Remember when France wouldn't dance by the pipe of the USA, and "French Fries" were renamed "Freedom Fries"? That was also "factual" - the fries in the USA have never been close to France. But this renaming certainly was not made to create a more factual term; it was an explicit politicial signal: We turn our backs to France, when they are not doing what we tell them to do!
These two renaming cases are equally politically founded. There is no need to "inform" people about well known facts, by using a different term than all the rest of world, and even most of the US society. It is all about politics.

As a side note, these are Hangul (Korean) characters, not Chinese ideograms.

Well, first I decided to, but then you wouldn't know.
So by telling you, I prove that I didn't.

I consider myself quite savvy as far as Windows computers are concerned, but not so much when it comes to networks.
I would like to learn more about VPNs, but I have no experience in this field. If you were to start with a VPN for the first time today: Which VPN would you choose? Thanks in advance for any advice.

I have three different ones, that I use on different machines at different times.
Of these, I prefer Surfshark[^]

I chose IPVanish after reading various online reviews and have been using it for a couple of years now. In part, the best choice depends on where you're located. I use Windows exclusively and am located in Canada, although I've also used IPVanish in the US. I would recommend that you read some reviews to see which one best fits your needs.

Do you mean VM (Virtual Machine) or VPN (Virtual Private Network)
You're question leaves me wondering.
VPN - How to Set Up Your Own Home VPN Server[^]
VM's - Best virtual machine software of 2020: virtualization for different OS | TechRadar[^]
If you're talking about VM's, I've used Oracle Virtual Box (which is free) and VMWare's free VM. Both work great, but I like the configuration options better in Virtual Box. Feels like I have more control over the VM - processors, memory, disk space, network, than I do with VMWare's free version.
But maybe you meant VPN's after all - no experience there, because the company sets it up and I just connect to it.

I'm on day 4, and our vpn only works sometimes, and even if I can get in, I can't log in to one or more of the following - skype, teams, or outlook. I also can't even get to my dev box because it's on a segregated network with no outward-facing access.
