It sounds like he returned the deodorant to the shelf after licking it, which could spread the virus if he has it and is asymptomatic. But "making a terrorist threat"? It's certainly something, but the US justice system has gone right off the mofo-ing rails.

I am not an expert on the law, but actions have to meet well defined criteria to be classified as terrorism in the USA. Trying to scare society by spreading a dangerous biological substance in this manner can clearly be seen as a form of terrorism, at least here in the USA.
