Using docker containers is a) more work than it's worth, and b) running in a docker container STILL won't let the app run in Linux.
Using .Net Core would add NOTHING tangibly positive to a WPF or WinForms app. Since it's not a web app, I'm not even sure why you mentioned it.

You can run WPF (or WinForms, or UWP) on .net core; but since it's just a wrapper for a bunch of Win32 UI libraries your application will only work on Windows because other platforms don't support the lower level dependencies.
Or won't until someone gets bored enough to package the libraries for WINE up nicely into a format that .net core can natively use anyway.

WPF has been around since about 2009, and WINE *still* doesn't support it, as is evidenced by Wine's inability to run Visual Studio 2010 and newer (when they change the UI over to WPF).
Until Microsoft gets off their ass and provides the necessary graphics layers for use on Linux (which also won't ever happen), .Net Core is only "cross-platform" for CLI apps.

I think that might count as political! But whilst we are here: as Secretary of State for Education, she also cut free school milk for the over 7's. Earning her the nickname "Milk Snatcher".

School milk for children was introduced in the days when many parents were not able to provide it. Especially post war when there were shortages of many food items. In the 60s and 70s it was no longer an essential item as most children had access to the main dietary essentials. Most of the insults aimed at Margaret Thatcher were just typical left-wing hate speech. And sadly it persists to this day.

Curbed - certainly needed. Ditto, however, for the employers.
When unions are too strong it destroys the businesses, prevents "outsiders" from getting work by keeping them out of the unions, and one I find particularly offensive, being forced to pay union dues even if you don't want to join. Or play it the French way, where going on strike is considered an actual occupation at this point.
When unions are too weak, workers - people, are treated like dirt. Sweatshops are gone for a reason. Unfair working conditions (I've seen demands for free overtime), unsafe conditions, and when possible, starvation wages. Think of the old time coal mines and mining towns and eternal debt to the "company store".
So - like all things - there needs to be some balance. Just like with communism vs. capitalism. Either one runs amok if unbridled by the other.
I think we beginning to see a pattern, here.
