The dictionary definition of 'medium' is pretty simple: 'being in the middle between an upper and lower amount, size, degree, or value'. Does no-one in Government (including scientists and advisors on huge sums of money), even have a grip on basic English? No wonder we are in the sh*t!
Also, how come no criteria was set out for the different tiers? And, again, not a single journalist thought to ask! This is a system, (and I'm being generous to call it that), that seems to be designed to encourage political ping-pong....

To put it simply, I think it's a psychological trick - by classing the lowest tier as medium they want you to understand that there is still a certain risk in your area that is not low.
After all why make things simple when you can overcomplicate them as well confuse the public, the mainstream media and politicians at the same time?
You're right about journalists not asking the right question - there is one chap, Freddie Sayers, who runs a YouTube channel called Unherd who does seem to ask the right questions.

Maybe you are looking at the wrong definition?
Medium can be too:

In the OSI Model, the medium is the lowest layer too. And it is correct
EDIT: I just had a look, in the English version the lowest it is called "Physical", in my study times (many years ago) and languages (Spanish / German) "medium" was used too

It is about the level of risk: Medium, High, Very High. And if the risk level is low then no further measures are needed. Much the same system is used in the nuclear attack warning system.

just like Silver is now the lowest tier? hmmm I thought the lowest placing tier was bronze? But now outside of sports it is silver, then gold, then platinum, then black??? what the what?
