In the OSI Model, the medium is the lowest layer too. And it is correct
EDIT: I just had a look, in the English version the lowest it is called "Physical", in my study times (many years ago) and languages (Spanish / German) "medium" was used too

It is about the level of risk: Medium, High, Very High. And if the risk level is low then no further measures are needed. Much the same system is used in the nuclear attack warning system.

In the case of the latter, there's an artificial max, as well. I mean, really, should someone like Warren Buffet have any limit on their credit rating - assuming, of course, they're not trying to buy one of the EU member states.
