How anyone, even a politician, could believe that mathematical identities are subject to legislative fiat is beyond mortal ken.

It will come as a surprise to precisely nobody that the actual story isn't quite as moronic as the headline makes it sound.

They probably considered that getting the added protections in place quickly via "convoluted" means was better than waiting years for the "right" solution to kick in.
