Well, on the website you linked there are 'certified boards' ("LVGL's board certificate ensures that the boards can be easily used with LVGL and has decent performance for UI applications"). I guess there are many other pieces of hardware where you can run the library code, but it is not mentioned there.

That one is super nice - capacitive touch, and a display as fast as a smartphone. If you want something even cheaper though google a TTGO T1.

I'm ordering one tomorrow. They only accept paypal and bank transfers so it's a little weird. They come highly recommended by people on /r/esp32 that have used them, and spec-wise they are perfect little beasts.

I have an old PC with a SATA 500gb HDD in it. I'm going to put it in an external case. There's no reason to keep the old Windows folder is there?

Unless you see come circumstance where you will replace the HDD in your old PC - no.

If you just intend to use that HD as a data drive, then no, there's no reason whatsoever to hang onto the Windows folder. Nothing of yours should ever end up in there.
Program Files is getting pretty close behind that; most well-behaved apps have stopped storing user data under that a long time ago.
