I am with you, but I'd rather make them a special group, "Gold Protectors" or anything like that.
I also wouldn't recommend to require only one vote - I'd rather go for two or three.
Anyhow, the most powerfull weapon would be to really block the member from posting after his account is gone - The accounts are usually gone pretty quick, since it needs only 5 kicks to new members to be nuked, the posts after the account is deleted are the most troublesome. Another great approach would be to automatically delete all items posted by a member who's account is deleted.

I like the trolls. Don't hate me, but its true. We get some of the best/funniest responses that keep the site entertaining as well as informative. Its important that we block them, but some of their mess needs to filter through for raw entertainment!

Given The Low rate of accidental nukes this Way of dealing with abusive Members should be acceptable.

I think that the current report as spam / abuse works just fine. There are only isolated instance of aggressive trolling. And the CP Spartans can always remove the account of a troll. If it gets created multiple times, we can remove it multiple times, it's just few more clicks. I don't think blocking a troll for few hours can make a difference. We need to outcast trolls with complete ignorance to make them stop.
Giving CP Members ability to block IP Address that easily will create more problems than solve a problem.

Someone posted that as a suggestion not too long ago. I guess it's not all that different from the filters you can set up for QA.
