I was finally able to upgrade to Windows 8.1 after finding an updated wireless adapter driver.
It still sucks.

Had to get it up on a machine yesterday (and today). The installer hanging while downloading the 2.5 Gig must have been a sign. Twelve hours later the networking finally seems to be straightened out...
Other than the terrible user interface, at least it seems snappy.

Hi yesterday i wrote my first article in CP and published, but still when i checked in My Article section it is showing in Draft status.May i know why? Shall i re submit it again?

Sorry, It looks like your article never published as I don't see any articles under your profile.
Yes the draft status happens when you or someone has a power to update your article. Just make sure you have everything in place, looks good by previewing the same and publish the article.

Yes i have previewed and published the same twice. But still when i again search in my article section ,it shows draft. And how can i include a youtube video to my article? can you please help me with that?

When you submit an article, it is reviewed by other members here at the site. When the article is approved by five members, it gets published.
It can take a little while to get an article approved when you submit it during the weekend. There are currently a lot of articles in the Moderation Queue. I am not really sure how many since only the 15 most recently submitted articles show up.

I have clicked publish two to three times. It was showing draft status at that time too. So i have downloaded the article template and send mail with the attachment.

If you are sure that you are doing it right, then I recommend you to ask in http://www.codeproject.com/suggestions.aspx[^] as it could be an issue on the CP side, instead of your side.

Yes, I'm replying to myself.
Okay, I VPNed to work and attempted the same download and didn't get the cert error.
I'm on Win8 at home and Win7 at work.
Could that be it?
What does this mean? It's crazy that this stuff that is supposed to help protect your security is so confusing that you can't get through it.

Your problem is obvious, it shows you in the picture. Look at the top left there is a logo with a tick mark that says "Norton".

I don't even run Norton (that I know of) and I believe that is a message from my wireless router, because I only get that message on my home network. This is a really interesting and difficult thing to figure out.

Sounds like the Router is running some sort of additional protection, as a trial you could log on to the router and turn off AV, Parential Controls, or anything else.
Are you running through any other Proxy Service? Maybe you have enabled something with your domain provider.

I did just turn on Parental Controls on the router so that is good information.
It is a very odd thing, because this occurs only on that one file on Google Drive which I uploaded myself from work.
It also makes me think my router or laptop has been hacked somehow.
I'm looking into it. Terribly confusing.

It may be a simple false positive on the document depending on the mechanism any of the protection is using.

Based on the domain name in your first screenshot, this seems relevant:
The deal is that dnsadvantage.com is being used as at least one of your name servers and ak1s.abmr.net had a failed dns lookup (oops). dnsadvantage provides free DNS lookups in exchange for doing a MITM attack for domains that it cannot find. The page that it serves for these failed lookups is search.dnsadvantage.com and it displays google ads.
Change your DNS servers to something less scammy.
