Weird, it was just the other way around for me. Ever since I got windows 10 ( August 2015 ) ,my second monitor (driven by an intel 4600) was acting up: after every reboot I had to disable/enable it using device manager to get it to show anything.
Since the Anniversary update it starts up okay now after a reboot.
I guess microsoft is aiming for divine status but we could do with a bit less of the mysterious ways stuff.

Crazy. Download a piece of software to prevent the OS from downloading new stuff that is broken.

Microsoft may be pushing the driver on their own site, but they didn't write it--it's still (in your case) Intel's.
