You might look into the NextDoor app. I don't know a lot of details, but it sounds like it was made for exactly what you are wanting. My neighborhood uses it, but it is generally just a localized Facebook to let everyone know when a dog is running loose or someone complaining that cars drive too fast during school bus times. I know the app has a documents section, but our neighborhood isn't organized enough to make use of that.

I've not used wordpress but, probably a step up in capability if that doesn't suffice, is something I have: DotNetNuke[^]
Then, for hosting, there are some hosting providers that sorta specialize in DNN hosting. I am currently using (1 personal, 1 for a religious organization) 3Essentials[^] and DNN4Less[^] that I have no complaints about.
