My previous employer did an end run around that by banning local PST files, configuring the main serverside inbox to delete everything after a fixed period of time (6 months?), and creating a new serverside archival folder that started empty and had a relatively small cap (100mb) and then left it to employees to figure out what to save. Naturally no overhead was allowed to be charged for doing so.
The bitter cynics - aka everyone still there - called it the evidence destruction policy behind senior managements back because we were convinced it was being driven in a reaction to previous legal problems. (The top lobbyist for our late congressvermin turned out to be a crook and the feds decided to look at all his clients.)

Which version of Outlook? I'm using 2019 - confusingly called "version 2010", build 13328.20292 - and the search box in the titlebar works OK.
If you search from the Inbox, it defaults to "current mailbox", but you can change that from the ribbon or the drop-down within the box. For any other folder, it defaults to "current folder".
Both the ribbon and the drop-down within the search box have additional options, so you don't have to remember the syntax for eg: finding email from a specific person.

OK, I see now.
You have to click in the search box and then notice that the background has added a Search tab to the ribbon which contains the options.
Not something I would promote as New and Improved. New and Unexpected, maybe.

The "Search" ribbon only appears when I click in the search field or select a mail folder. When I leave those fields, it goes away. It would be nice if we could make the search tools option a permanent part of outlook's ribbon.

I confirmed your latest message as spam when it came up in moderation a few minutes ago because the link to your app would be seen as that, even if you did not intend it that way.
However, I haven't reported you as a spammer because I don't believe (based on your history) that this was a deliberate attempt.
Many of our members are a lot more trigger-happy than I, though - so it's probably a good idea to not post app links, no matter how proud of your code you are ...
You may find that for a short time, all your posts go to moderation - this is normal as the spam detector is designed to protect us from people who experiment with different ways to get their crap though!

Mine is Insider 13430, and works as you have described. A bit distracting that the dropdown from the top hides part of the ribbon which changed to Search.
Works much better than my workplace O2010/Exchange combo.

In our organisation, we have been told to hold off use of new outlook for Mac.

Hmmm. Mine allows me to restrict it to "Current Folder" as well as other options, once the down arrow next to "Current Mailbox" is clicked

I gave up a VERY long time ago on the default search in Outlook.
Somewhere back around Office 2007 they hid the Advanced Search feature (removed it from the menu).
I found that you still can get to it with <ctrl><shift><f>.
Haven't used anything other that that search.
