Golly, I'm really surprised that someone who based all his theories on human psychology on the idea that rats understand what "reward" and "punishment" are could ever be disbelieved.
I mean, it's obvious that when a rat gets an electric shock instead of a lump of cheese, he'll think to himself: "Oh dear, I am receiving punishment for not going the other way in the maze. I am such a bad and dishonest rat. I shall try harder to follow the rules of etiquette and good behaviour better in future."
A bleeding idiot, Skinner -- but psychology isn't a science, so real scientists don't look at it too deeply, meaning that he could get away with cr@p like that.
Here's some more believable psychology:
If you put five blokes in a room, and one of them tells another that he's wrong about something, several pissing contests will start within five minutes.

Saw the situation of the San Diego bush fires on the news. Not good and hope it's resolved soon. I know the effects and devastations they can cause from the extensive news coverage of the bush fires in our neighbours Australia.
Hope nobody is effect and thoughts go to you...

I live and work in San Diego, but South of the major fires. Some of my colleagues live in areas that got surrounded by the fires. As far as I know, all of them are doing fine and their houses are still standing.
The weather started changing Friday afternoon and here at 1:30 AM, the temperature is at the lowest it has been this week - it looks like it is at 19°C (66°F) and the high temperatures are expected to drop steadily until Tuesday.
On Wednesday at work, I had the news streaming live on my second monitor when this "Firenado"[^] showed up.

After I had my dinner tonight, I laid down on my couch to watch the news. Now I am looking for the guy that knocked me out with a hammer . The past 10 days have been one big blur of events and paperwork - I guess it finally caught up with me.

Wordpress seems pretty good, from my limited experience with it. You can either create a Wordpress account and create a blog on their site, or download the server software yourself for you to setup.

PHP to write JavaScript which dynamically writes HTML and posts back AJAX requests to more PHP pages (or why not ASP classic?) to fill in sections of content!

WordPress[^] is the best blog software...easy to set up and use, tons of off the shelf templates and plugins you can buy for it.
For a general content site, you'd be better off with Joomla[^].

For .Net developers interested in adding their own sweet customizations to their sites/blogs, I recommend Umbraco (I've used it at work for a few years).
However, the learning curve can be steep. For most people just interested in getting something up quick, WordPress seems to be what most go with (my last employer even went with that for their blog).
Also, I've never tried it, but I've repeatedly come across https://medium.com/ and it looks very clean.

Given that the whole idea of a blog is that you write a page of text once, then write another page of text once, etc, I'm amazed that any kind of software is needed for them, let alone databases and CMS-es.
Just write your pages of text, put up a linky index page for 'em, and add guest books at the bottom of the pages if you want an interactive element.

I'm reasonably sure that you're smart enough to come up with simple, non-labour-or-system-resource-intensive methods for handling both of those problems.
And bear in mind that "a year later" is likely to be less than 50 pages of content.
How much time will it take you to learn how to use new software, create the database (and recreate the database and re-create the database until you've got it right), and create and maintain the infrastructure required by the software and the database?
That's gotta be time enough to create thirty pages' worth of blog content flushed down the toilet right there.
