At the speed of C it should take 0.116 seconds to hit the satellite at 35,000 km away and then around the same back down to the modem making the theoretical minimum round trip at 0.23 of a second.
But you were probably speed reading when you skimmed the article. The satellites are not in a geostationary orbit so would not be at 35,000.
The satellites are in a much lower VLEO orbit.
