This is part of the Facebook vs. Cambridge Analytica lawsuit. For those who don't remember, Cambridge Analytica used Facebook data to target pro-Trump and pro-Boris Johnson advertising in 2016. Facebook objected. Now it appears Facebook can't answer a seemingly simple question of how the data they collect on both their users and non-users via cookies is actually used. Not a good look for Facebook and I suspect even if they win this suit the EU will come down on them with GDPR violations like a metric ton of bricks.
