It's competely useless in today's environment! It's using the correct username and password to login to the database, huh? Then explain this message to me: Login failed for user 'sa'. It's most assuredly NOT using the correct username and password to connect to the database. Scrap the DSN, you do NOT need it, and use the correct connection string in your VB code. Since you'll be running this from a Windows Service, you can NOT use the "Trusted Connection" option in your connection string. Google is the site you need to try to find existing articles to do what you want. Second, if you have a finger print reader, it should provide the APIs to do that, you shouldn't need to have to write them yourself.
