That seems like an easy market to break in to: register a site called "will-i-win-the-lottery DOT com" which returns a static page containing 72-point bold red text that simply reads, "No". It's proven to be 99% accurate!

It's probably a variant of the old "football results" prediction scam: You give them the first 2 predictions free, and then start charging money for more.
Thing is, the people who get the predictions get a random team to win, and those that get an "accurate" prediction are more likely to come back for a second (random) prediction. The winning subset are pretty convinced and more likely to sign up for a small fee. The fees increase each time they had a winner and they are more and more likely to buy them!
They do the betting for you, you risk no cash, you reap the rewards ...
