I'm guessing, but I suspect a lot of the rubbish and plagiarised articles we get are there just so they can put "published n articles on CodeProject" on the resume. And hope that no-one looks too closely and sees they are all variations on "hello world"...

I have doubts about this. IMHO it is not plagiarism unless he pretends that it is his own work. Here he is just referring to, and copying another author's work, while giving full credit to his source. I believe this is a borderline case that we can let through?
