The spam detector is heuristic, so when you tell it "this is spam" it remembers and uses that next time it sees something similar. If you tell it "this isn't spam" it remembers that as well - so it makes it more likely to let similar spam through next time.

Reopening an old question (particularly a seven year old one with 9 solutions) is normally counted as rep-point farming, which is abusive behaviour, isn't it?

Yes. But it was the first post of a new user who just joined.
In such cases I disbelieve that his intention was rep-point farming until he posts more answers to old questions.
From my point of view writing a comment and optionally reporting the answer is sufficient instead of reporting the user here which leads to the account being closed.
