I understood the problem that you mentioned here.
Its only due to the styles that we apply in designing the page. i.e If we design a page using a fixed width
(in pixels) then that element or the page controls will follow the fixed width property. If you design the page with respect to width
(in % calculation) then the page controls will follow the width of the parent control according to the screen width.
For better understanding you can try taking a demo application containing some
elements.
add some more
elements and make all teh divs of different colours and different widths.
Now put some controls in the divs and check with your ctrl + scroll property.
this will show you the difference between the two types of designing procedure.
This will definitely resolve your problem / show you the right way to handle your problem.
