DirectX is not exposed through COM-based .DLL's, so adding a reference is impossible.
The Managed DirectX SDK that you may be thinking of was discontinued years ago. The new managed-code replacement is called XNA, but it's only supported in C#.
But, it can still be used with VB.NET.
