The timestamps are the same, and the IDs are sequential - he didn't even have the decency to wait and pretend to still be looking for the answer when he posted the question. Despite being warned about this behaviour on his first question+answer combo, he is continuing to do it. He's clearly posting questions to which he already knows the answer in the hopes of gaining reputation points for posting the answers. His latest answer also links to a YouTube video, which seems to be straying into Spam Town.
