I seriously doubt the 'many' part.
Do you have an example of even one?
Following is from Harvard business review. They suggest an action word, uppercased, followed by more information in regular form.
How to Write Email with Military Precision[^]
Techsys Admin wrote: Please do not infer shouting when you see all caps in the subject line because there are a great number of people like myself who were taught to do it, on purpose,
Err...I have not seen a "great number" in my 30 years of dealing with email. And I used to work for MCI.
MCI Mail - Wikipedia[^]
If anything I have seen the reverse, where people do not capitalize at all.
Other than that I can only note that at least sometimes individuals in the military can make claims that represent personal bias and nothing more. And example of that can be found looking at the history and claims around the devorkian keyboard. So hypothetically someone in the military originated their opinion and rationalized it with non-existent sources and then that opinion made its way to you.

Tried to download an item in an email link pointing to the Research Library and it isn't there.
Item is called "Public, Private, and Hybrid Cloud: What's the difference?"
Link is [^]

The link is not working. I'm using Chrome. Is that not allowed?
I get a big black DOS-style window that says:
---------
Ticket: (No ticket provided - possibly an error in the error-system)
Error: An error occurred in this page. The error has been recorded and the site administrator informed.
Abort, Retry, Fail?_
---------
I would send a screenshot but I don't see a way to do that.

If you start an article, and set the section to "Printing", the "Subsection" dropdown shows a couple of oddities: [^]
No biggie - but they should be removed if possible.

When I click into a sub group all of the messages always have 'new' besides them.
So for example in 'General Programming'/'Regular Expression' the most recent post was May 7.
I considered answering that post the first time I saw it which was months ago. So I read it then and probably several of the responses (presumably what I didn't comment on it further.)
And I have clicked on it a couple of times since. Every time, far as I can recall, it had the new on it.
But even today it still has the 'new' text besides it (highlighted in yellow.)
Be nice if the 'new' actually meant something.
I am using Firefox although I think I saw the same behavior with Internet Explorer in the past.

If I edit a forum message, and press the "Cancel" button, I get the "OK / Cancel" alert, but neither button cancels the edit - the only ways out are to commit the changes or close the page.

Ignore this: it looks like it fails, but it doesn't - it only happens if I right click "Edit" and select "open in a new tab". So obviously, it has no "Back" page to go to...

the typical conversion to clickety when posting a link has failed in several messages of mine today. I had to build the link manually.
Not a big deal, just wondering if only on my end or something is going on.
